By sepazate contract with the El Paso County Department of Transportation, the County has been operating in the pit and extracting gravel and other material for a period of several years. As part of such contract, the County is obligated to fulfill reclamation obligations of Solberg Gravel under the above mentioned permit. The County gave notice to Solberg Gravel earlier this yeaz that it was ceasing obligations at the gravel pit and would perform no further reclamation. However, Solberg Gravel believes that the reclamation obligations under the permit remain unfulfilled. Accordingly, we request that the Division of Reclamation, Mining and Safety inspect the gravel pit in order to determine the current status under the reclamation plans set forth in the permit.
