STATE OF COLD III IIIIIIIIIIIIIIII
Roy Romer, Govei
DEPARTMENT OF NATURAL RESOURCES
MINED LAND RECLAMATION DIVISION
FRED R. BANTA, Director
DATE: November 9, 1989
T0: Susan Mowry's Team
FROM: J. M. Clap ton Pao v
RE: Edna Mine, C-80-001, Completeness Review of a Permit Re visionnto mine
in the Moffat Area.
This permit revision is concerned with mining starting in the Moffat Area in
mid-1990. The Edna Mine is an older mine with large portions of the southern
end untopsoiled. The Moffat Area is on the Northern end of the Droperty which
is largely undisturbed.
The mine has had two landslides since 1984. The "South of Shop" slide is just
south of the Moffat Area. A consultant, Waste, Water & Land, Inc. (W.W&L 1,
prepared reports of the possible causes of instability and recommended various
monitoring. Pittsburg and Midway (P8M) sinned a settlement agreement with the
Division that states mining is feasible in the Moffat area. Recently P8M has
maintained that this agreement freed them from installing the asked for
monitoring.
Mining will parallel the perennial stream, Trout Creek and progress northward
on the western slope of a ridge separating Trout Creek and Oak Creek. P&4 -~
proposes to remove the top of the ridge thereby entering the watershed of Oak
Creek. '
This permit revision was received November 2, 1989. A completeness
determination must be done by November 13, 1989 at 5 p.m.
In discussions with Susan, we would like to have the following folks review
this submittal for completeness. Please be as detailed as possible within the
time available. I will need whatever comments you have first thing Tuesday
morning, November 14, 1989.
Jeff: Surface water and operations.
Carl: Soils
Cathy: Ground Water
Jim Pendleton: Stability
Tim: Bonding
Idatt: Reclamation and vegetation
The proposed permit revision are available in my nook. I also have the
reports by W.W.&L. available.
Thanks for your assistance. See me or Susan if you have questions.
1189E/scg
215 Centennial Building, 1313 Sherman Street Denver, Colorado 80203.2273 Tel. (303) 866.3567
