c ~~
TR9PP8R 1GINING I>,~C.
III IIIIIIIII IIII III
September 10, 1990 R E C E I ~/ E D
CERTIFIED #P568141696
Mr. David Berry
Colorado Mined Land Reclamation Division
215 Centennial Bldg.
1313 Sherman St.
Denver, CO 80203
Dear David:
SEP 1 7 1990
Mined Land
Reclamation Division
The nature of this correspondence is to update the Division on two activities that occurred at Trapper Mine
during the 1990 Geld season, specifically the extinguishing of a coal fire in the east panel caused by our 1989
control burn and the inadvertent spraying of two permanent reference areas with 2,4-D herbicide.
Coal Fire
In 1989 Trapper Mine conducted a control burn to eliminate the mature mountain shrub plant community
in advance of our Ashmore pit stripping area. A consequence of that burn was the ignition of a small coal
fire in the East Panel area. On August 21, 1990, a dozer was dispatched to the area in an attempt to isolate
the burn. Initially the dozer salvaged all topsoil around the burn area. A trench was dug around the burning
area to the depth of the coal seam to isolate the fire. The .7-acre disturbance area will no[ be reclaimed until
the summer of 1991 to allow the fire to burn itself out. Once extinguished, the area will be regraded, top-
soiled and appropriately seeded.
Reference Area S ra 'n
In the late 1970's, Trapper Mine established six permanent reference areas (3 mtn shrub and 3 sage grass
type) for vegetation sampling in areas where mining activity would likely never impact the native vegetation.
Two such areas (Mountain Shrub 1 and Sage Grass 1) were established on adjoining property owned by
Utah International immediately adjacent to the permitted mining boundary. These sites were sampled for
six consecutive years, 1980-1985, to collect baseline data for future comparison with reclaimed areas and
subsequent vegetation success and potential bond release. in 1989, the property previously owned by Utah
International was sold [o a private land owner.
in June, 1990, the new owner, in an attempt [o reduce the woody vegetation component For improved live-
stock grazing, sprayed the area with 2,4-D herbicide. The impact the herbicide had on the mountain shrub
community was minimal, however the sage grass area was impacted heavily with an estimated 80%70 big sage-
brush kill.
P.0.
