Larry Kline and Greg Squire <br />of our Environmental Services Group concerning ARCO's response to CMLRD's <br />Stipulation 30 (OSM Stipulation 38) issued as part o[ the permits granted by the <br />CMLRD and the OSM in July of 1981 for ARCO's Mt. Gunnison No. 1 Mine. The <br />stipulations require that ARCO justify the use of the proposed shrub density <br />success standard of 1,000 stems/acre by providing the findings of a technical <br />reference/source used to establish the standard. <br />During your discussion with Messers. Squire and Kline, you indicated that CMLRD <br />would concur with the recommended standards set by the Colorado Departrent of <br />Wildlife (CDOW) since the CDOW is acting as the State's source of expertise for <br />the CMLRD in the area of vegetative reclamation for wildlife use. 1 am enclosing <br />a copy of a memorandum prepared by Mr. Al Whitaker of the CDOW which suggests <br />density standards for various shrub types, including a standard of 1000 stems/acre <br />for mountain shrub vegetation, which is the predominant shrub community for the <br />area to be disturbed on our Mt. Gunnison site. <br />To satisfy Stipulation 30 (OSM 38), we have revised pages 4-12, and 4-26 of the Mt. <br />Gunnison Mining and Reclamation Plan to reference Mr. Whitaker's memorandum <br />as justification for our shrub density success standard. In addition, we revised <br />Table 4.4.5.8, Shrub Planting Species List, Page 4-14. The species mixture was <br />revised to reflect the concerns of the CDOW and the stocking rate was increased <br />to account for plant mortality. <br />Please delete pages 4-12, 4-14, and 4-26 in the current MdcR Plan and replace them <br />with pages 4-12, 4-14, and 4-26 which were revised in January, 1982.
