SUITE 1401 <br /> 7W SOUTH CHERRY STNEEi <br /> DENVER, COLORADO 80::1 <br /> PHONE N0. ]OL]71~11 t; <br />NARRATIVE OF PROJECT <br />As part of the Federal Office of Surface Mining Special Stipulations in <br />connection with Energy Fuels Mine 1-2-Ec,<man Park Extension (Routt County <br />Colorado) there were 2 special stipulations concerning cultural resources. <br />These stipulations, X20 and 21, were developed after a 04 January 1980 meeting <br />between Energy Fuels, OSh1, the State Historic Preservation Officer, and the <br />State Archaeologist. Exhibit 1 recounts the exchange of compliance documents <br />leading to these certain requirements. Energy Fuels retained the author to <br />accomplish these stipulations for them. <br />In addition to preliminary investigations, and later report and compliance <br />construction, the author, with professional historian Barbara Norgren (both <br />vitae appended as Exhibit 8) in company with several Energy Fuels Mine staff, <br />conducted onsite investigations, on 04 and 05 June 1980, of cultural resources <br />5RT32 and 5RT192. <br />Exhibits (3) - (7) have resulted from this effort and crnstitute compliance <br />with these special, cultural resource management stipulations, as evinced by <br />letters of conveyance (to OSA1, the Advisory Council on Historic Preservation, <br />and the State Historic Preservation Officer) attached to this Final Report's <br />cover letter to Energy Fuels on 20 June 1980. <br />' 2. NARRATIVE OF 5RT32 INSPECTIONS <br />' (Bruce Rippeteau) <br />' I. INTRODUCTION <br />On 04 June 1980, I examined 5RT32 to familiarize myself ~•rith this prehistoric <br />archaeological site and to assist in the preparation of a National Register of <br />Historical Places nomination in connection with the Office of Surface Mining <br />Special Stipulations 20 and 21 for Approval of Energy fuels Mines 1-2-Eckman <br />Park Extension. The work was performed with the on-site presence of htr. Rick <br />Brown, P1anager of Engineering for Energy Fuels, along with Mr. Gordon I,Jren of <br />that Company, and various other representatives of Energy Fuels and Powers <br />' Elevation, and under antiquities permits: BLM 80-CO-75 and State Archaeologist <br />80-21. <br />II. EXISTIiVG SITE DATA <br />The environs of the Energy Fuels project nave been variously surveyed by <br />Powers Elevation, Colorado State University, and Bureau of Land Management arch- <br />' geologists throughout the 1970's. 5RT32 was identified in a June 1975 survey <br />by CSU, along with 5RT33 and 5RT34, both of which are to the immediate west. <br />Their findings were reported on a standard Site Survey Form for the Office of <br />Colorado State Archaeologist and this is reproduced as Exhibit 2. <br />A DIVISION OF PETROLEUM INFORMATION CORPORATION/A SUBSIDIARY OF A.C.
