On May 7, 1987, Colorado Mined Land Reclamation Division (MLRD) submitted to <br />i • OSMRE its final Decision and Findings of Compliance for its action on the PAP <br />pursuant to the cooperative agreement and the Colorado State program. In <br />accordance with the Colorado cooperative agreement and the guidelines of the <br />Council on Environmental Quality, Colorado MLRD's Decision and Findings of <br />Compliance contains the State's analysis of environmental impacts of the <br />proposed operations to assist OSMRE in the preparation of this Environmental <br />Assessment in compliance with the National Environmental Policy Act of 1969 <br />(NEPA). OSMRE has reviewed Colorado MLRD's Decision and Findings of <br />Compliance and concurs with the analysis and conclusions contained therein. <br />The Eagle mines mining area has been the subject of several in~epth <br />environmental assessments, environmental impact statements, and professional <br />papers. The regional impacts of coal mining in the area of the Eagle mines <br />are addressed in the following documents: <br />U.S. Department of Agriculture, Rural Electrification Administration, <br />1975, Yampa Project, Craig Generating Station, Final Environmental <br />Statement (USDA-REA-ES) (ADM-72-2-F). <br />Bureau of Land Management, 1977, Final Environmental Statement, Northwest <br />Colorado Coal. <br />Bureau of Land Management, 1979, Northwest Supplemental Report, a <br />supplement to the Northwest Colorado Coal Environmental Statement. <br />• Bureau of Land Management, 1980, Green River - Hams Fork Regional Coal <br />Final Environmental Impact Statement. <br />Site specific impacts of the existing operations were discussed in the <br />following documents: <br />Office of Surface Mining, 1979, Environmental Assessment, Eagle Mines, <br />Modification for the Construction of Coal Loadout Facility. <br />Office of Surface Mining, 1982, Environmental Assessment, Increase of <br />Permit Area, Eagle No. 5 mine to include Federal Coal Lease C-30656. <br />Office of Surface Mining, 1983, Environmental Assessment, Permanent <br />Program Approval, Eagle No. 5 mine and the environmental monitoring and <br />deferred reclamation at the Eagle No. 9 mine. <br />Office of Surface Mining, 1984, Environmental Assessment, Mining Plaa <br />Modification, Eagle No. 9 mine. <br />Colorado MLRD's Decision and Findings of Compliance and the Environmental <br />Assessments and Environmental Impact Statements listed above are incorporated <br />by reference into this environmental assessment, and the analysis and <br />conclusions are summarized below. <br />-2 <br />
