;. <br />Towers Perrin has within its assets consulting group three <br />specialists with respect to the selection of annuity providers. <br />5. Towers Perrin has an established process with <br />respect to group annuity contract transactions. <br />6. CF&I, as fiduciary of the Non-Contributory Plan, <br />has requested that Towers Perrin provide assistance to CFfiI in <br />the selection of an appropriate insurer or annuity provider, and <br />annuity contracts to provide termination pension benefits upon <br />the standard termination of the Non-Contributory Pension Plan of <br />CFI Steel Corporation. <br />7. The four most widely recognized rating services <br />are Duff ~ Phelps, Inc., Moody's Investor's Inc., Standard b <br />Poor's Corporation, and A.H. Best Company, Inc. These services <br />generally rate insurance companies based on their financial <br />strength and claims-paying ability. Factors considered in the <br />evaluation of each company include, but are not limited to, <br />profitability, capital adequacy, adequacy of policy or loss <br />reserves, liquidity, claims-paying history, investment <br />diversification and risks, capltal structure, and management <br />quality. The rating services base their ratings not only on <br />published Snformatlon but information that may be obtained <br />directly from en individual Insurer. The services then rate each <br />insurance company using a specific methodology. <br />8. On behalf of CFiI, Towers Perrin solicited annuity <br />contract bids from 2~ insurance companies (listed in Attachment <br />A).
