Box 15596 Lakewood, CO 80215 Re: Mid-Term Review of the Canadian Strip Mine, Permit No. C-81-026 Dear Mr, Koblitz: Attached is the Division's Mid-Term Review and Decision to require revisions to the Canadian Strip Mine, Permit No. C-81-026, The review was in fulfillment of Rules 2.08.3, 2.06.2(9), 2,06,3(4), 2.06.5(3), 2.06.7(5), and 3.02.2(4). The mid-term review primarily consisted of reviewing the permit application, stipulation responses, revisions, and any supplemental information, as well as information from field inspections and past inspection reports. The main purpose of the review was to identify any areas of the permit application that will need to be revised or modified to ensure compliance and reflect the current status of the mine. The attached document contains our mid-term review, a rationale for requiring any revisions to the application, timetables for submitting responses, a summary of the status of stipulations, and the results of our performance bond review. Revisions were found to be needed under the categories of Land Use; Topsoil; Hydrologic Balance; Vegetation; and Backfilling and Grading, In general, most of the items pose no immediate environmental concerns, rather they serve to make the reclamation plan more clear and concise. IAany of the items needing revision refer to activities that have been approved in response to original permit stipulations and revisions and merely need to be incorporated and consolidated into the application, The application contains many commitments which resolved stipulations in the Addendums found in Volume 4. While these addendums are part of the application, commitments locates there often conflict with the information found in the main body of the application. Adequacy letters associated with TR-03 and the 1987 Permit Renewal also contain commitments that should be inserted as part of the main application information.
