DEPARTMENT OF THE INTERIOR Doc Date:1211112001 <br />OFFICE OF SURFACE MINING <br /> RECLAMATION AND ENFORCEMENT <br /> NOTICE OF A DECISION AND AVAILABILITY <br /> OF BOTH A TECHNICAL ANALYSIS AND AN <br /> ENVIRONMENTAL ASSESSMENT FOR, <br /> TRAPPER MINING, INC. <br /> PERMANENT PROGRAM PERMIT <br /> TRAPPER MINE <br /> MOFFATT COUNTY, COLORADO <br />The IInited States Department of the Interior, Office of Surface Mining <br />Reclamation and Enforcement (OSM), hoe approved, with stipulations, a 5-year <br />permit for Trapper Mining, Inc. to mine coal at its Trapper Mine. <br />The Trapper Mine surface coal mine is located in Moffatt County, Colorado, <br />located in Sections 5 and 6, TSN, R90W; portions of Sections 1 and 5 and all <br />of Sections 2, 3, and 4, TSN, R91W; portions of Sections 30 and 32, and all of <br />Section 31, T6N, R90W; and portions of Sections 21, 25, 26, 5:7, 28, 29, 32, <br />33. 34. 35, and 36, T6N, R90W. The proposed permit area will. cover <br />approximately 10,335 acres, 810 acres of surface has been disturbed to date <br />with and additional 1730 acres to be disturbed by future surface mining. <br />Maaimum mine production is at a rate of 2.3 million tone of coal over 31 years. <br />Any person with an interest which is or maybe adversely affected by this <br />Federal permit approval action may request an adjudicatory hearing oa the <br />final decision within 30 days after publication of this notice, in accordance <br />with Section 514(c) of the Surface Mining Control and Reclamation Act <br />(SMCRA). Any hearing will be governed by provisions of 5 U.S.C. Sections 1501.4(c) and 1506.6, notice ie hereby given <br />that Colorado Mined Land Reclamation Division has completed a technical <br />analysis (TA) for the mining and reclamation plan (MRP) for the Trapper Mine, <br />Moffatt County,. Colorado. OSM has supplemented this TA with ire ow <br />environmental assessment (EA). OSM's recommendation to approve Trapper <br />Mining, Inc. MRP and the permit application with atipnlatione is in accordance <br />with Sections 510 and 523 of SMCRA.
