Per our conversation, Oxbow <br />Carbon & Minerals, Inc. is submitting this request to eliminate the need for a woody stem density <br />standard in its reclamation plan. This request is based on the following: <br />1. The mine is an underground operation with the disturbed areas being limited to the <br />portal or mine facilities areas as follows: <br />a. Elk Creek - 30.2 acres <br />b. Bear Creek - 3.5 acres <br />c. Lower Hubbard Creek - 3.3 acres <br />d. Upper Hubbard Creek - 2.7 acres <br />e. Power line Road - 17.0 acres <br />f. Sanborn Creek Mine Portal - 4.9 acres <br />Total - 61.6 acres <br />2. The overall amount of disturbance is fairly small and is spread out within a vast <br />matrix of common woody communities. The native communities that were <br />sampled during the baseline survey were labeled mountain shrubland (dominants - <br />Gambel oak and mountain snowberryj and juniper woodland (dominants - U[ah <br />juniper, Gambel oak, and mountain snowberry). <br />3. The disturbed areas are located in harsh conditions i. e. 2:1 south facing slopes <br />lacking topsoil. <br />
