Staff Recommendation <br /> Docket #SU-81-10 <br /> November 13, 1981 <br /> Page Ten <br /> 1) There are no alternatives to the existing Table Mesa Drive access <br /> which is proposed as the north haul route. <br /> 2) Conditions at the intersection are only marginally acceptable <br /> at the present time. <br /> 3) The addition of the proposed number of haul trucks will make <br /> conditions at the intersection clearly unacceptable. <br /> 4) The applicant should participate in the installation of an inter- <br /> connected traffic signal at the intersection and hauling operations <br /> from the Deepe Pit should not begin until the signal is installed. <br /> The only alternative to a signal is suggested by the City Transportation <br /> Dept. This is to limit access at the haul road to right turn in and <br /> right turn out. The "right-turn-in" limitation would mean that empty <br /> trucks would have to return from the west on Table Mesa Drive. Staff <br /> does not feel that this would be an acceptable alternative. <br /> The State Highway Dept. has ultimate control over the installation of <br /> the traffic signal . Copies of new studies and information have been <br /> sent to them. Their response is not available at this time, but a <br /> written response has been requested in time for the Planning Commission <br /> meeting. <br /> South Haul Road <br /> As discussed under noise concerns, staff is recommending that the south <br /> haul road be eliminated until such time as an acceptable alternate route <br /> and mitigation measures are proposed. Public Works has noted that the <br /> 23-load-per-day maximum projected in the applicants' transportation <br /> studies is acceptable from a traffic design standpoint. Their previously <br /> stated concerns with the condition of Old Marshall Road would remain. <br /> With regard to the alternate (closed-off) SH 93 access , although Public <br /> Works has indicated they do not support reopening of this access, the <br /> authority to allow access onto the highway lies with the State Highway Dept. <br /> The applicant could seek a driveway permit and a variance from the state <br /> access code from the highway department. If a driveway permit was granted, <br /> the state would likely require certain improvements, such as a southbound <br /> (left-turn) accel lane, a northbound accel lane and signing. If 23 loads <br /> is actually the maximum number of loads per day tht would use this route, <br /> it would be questionable as to whether the limited use would be cost <br /> effective for the applicants. This alternate, or any other alternate <br /> routes and mitigation measures , could be formally reviewed in the future as <br /> an amendment to the Special Use. <br /> Dust <br /> Previous monitoring of average increases in Total Suspended Particulates <br /> (TSP) associated with mining at the White Rocks Pit and studies done for <br /> the Deepe Pit show that the mining will not significantly increase average <br /> TSP levels or violate standards for TSP over the long term. A separate <br /> study on health impacts shows that even under the most conservative <br /> "worst case" circumstances, the health of area residences will not be affected. <br /> The above has been confirmed by Mark Parsons of the County Health Dept. and <br /> another expert whose comments were requested by area residents. <br />
