Staff Recommendation • • <br /> Docket #SU-81-10 <br /> November 13, 1981 <br /> Page Eight <br /> 6) A potentially acceptable south access does exist about 350 feet <br /> south of the mobile home park and even with the south line of <br /> the Deepe property. The access rights are owned by Boulder <br /> Ready Mix and connect Marshall Road with their "A"-zoned <br /> gravel property. Use of this access by the Deepe applicant <br /> could be reviewed by the Planning Commission and the Board of <br /> County Commissioners in the future if arrangements were made <br /> between the two (2) companies. <br /> There are a number of miscellaneous items of information and staff recom- <br /> mendations on hauling noise which are listed as follows: <br /> 1) The applicant stated in their emissions permit application <br /> to the State Health Dept. that the maximum speed on haul <br /> roads would be 30 mph. The Dept. of Health has indicated <br /> that they will require that speeds not exceed 20 mph. This <br /> should be a condition on the Special Use. <br /> 2) Haul road alignments should be such that acceleration and <br /> deceleration are minimized by incorporating large radii for <br /> curves. <br /> 3) Dynamic engine braking devices, such as Jacobs ("Jake") <br /> brakes, should not be used on the site except in emergencies. <br /> This should be adhered to especially at the north haul road <br /> intersection with Table Mesa Drive. <br /> 4) The applicants have committed to asphalt paving of haul roads <br /> over a suitable upgraded base and proper maintenance of haul <br /> roads. <br /> 5) Only the applicants' trucks should be allowed in pit areas , <br /> with other trucks limited to the main haul road and operations <br /> area. Other trucks must comply with state standards for <br /> equipment and maintenance, especially concerning exhaust <br /> systems. The 20 mph speed limit, prohibition of dynamic <br /> braking devices and equipment and maintenance requirements <br /> need to be clearly posted on the site. <br /> Back-Up Horns <br /> The use of back-up horns on the site is an unacceptable intrusion as far <br /> as noise impacts on residential areas. By necessity, back-up horn levels <br /> exceed the loudest equipment levels by a minimum of 6dBA. Their intermit- <br /> tent "beeping" at higher frequency levels is very noticeable. The applicants <br /> have committed to working to the maximum extent with MSHA to eliminate the <br /> back-up horns, but are unable to provide written confirmation from MSHA that <br /> back-up horns will not be required. Staff feels that it is safe to say <br /> that the applicants are willing to commit to not using any back-up horns <br /> on the site. Specially designed rear view mirrors are a good "common <br /> sense" alternative. Horns are not required for forward movements because <br /> the equipment operator can see what is in front of him. If the operator <br /> can also see what is beind him, this should eliminate the requirement for <br /> back-up horns. Staff's recommendation is simply that an acceptable <br /> alternative to back-up horns must be implemented on the site. <br /> Noise Monitorin <br /> It is felt that noise impacts are critical enough that a monitoring program <br /> should be required. Monitoring should be based on a continuing comparison <br />
