<br />SUMMARY OF THE REVIEW PROCESS, <br />THE ENVIRONMENTAL DESCRIPTION <br />and <br />THE MINING AND RECLAMATION PLAN <br />Powderhorn Coal Company has applied for a permit to continue underground mining <br />operations at the Roadside and Cameo mines. Powderhorn Coal Company is the successor <br />to GEX Colorado, Inc., who was the originai applicant. This findings document <br />represents the approval package to allow continued mining plus an approval for the <br />succession of operators. <br />The Roadside and Cameo mines are located approximately 3 miles northeast of Palisade, <br />Colorado, along Interstate 70. The Roadside and Cameo mines currently produce <br />approximately 1,100,000 tons of clean coal per year. The permit application indicates <br />that mining will cease in the year 1995, although it is evident that there are <br />sufficient reserves to mine beyond that date. Ownership of the coal to be mined <br />is approximately 87~ federal and Z3 fee (private). <br />The permit area encompasses 7,491 acres, of which 2,077 acres will be potentially <br />affected by underground mining activities during this five year permit term; and <br />272 acres are disturbed by surface facilities. There are no plans to disturb any <br />additional acreage. Approximately 526 acres have been affected by underground <br />mining operations to date. <br />Review Process <br />GEX Colorado, Inc. submitted an application for the Roadside and Cameo mines on <br />February 17, 1981 pursuant to Section 39-33-109 of the Colorado Surface Coal Mining <br />Reclamation Act. Since that time, the application has been under review by the <br />Colorado Mined Land Reclamation Division (Division). GEX Colorado, Inc. published <br />a notice of the filing of an application during the period of March 8 through 29, 1981. <br />The preliminary adequacy review Setter which identified deficiencies in the <br />application was sent to the applicant on April 27, 1981. Resolution of these <br />deficiencies was required in order for the Division to make determinations of <br />compliance with the Act. The applicant responded to the rnmments on October 30, 2981. <br />On December 3I, 1981, the Roadside and Cameo mines were purchased by Powderhorn <br />Coal Company. On January 15, 1982, the permit application was amended to include <br />information on additional federal coal leases which were obtained by Powderhorn Coal <br />Company, Subsequently, the Division and the applicant corresponded several times <br />and the final responses were incorporated into the permit on October 4, 1982. As a <br />result, the review process has been adequately completed and the Division proposes <br />to approve the Roadside and Cameo mine permit application with stipulations. <br />Environmental Description <br />The Roadside and Cameo mines are located within the Bookcliffs coal field, which is <br />an outcropping of the Mesaverde Group. The Bookcliffs coal field is situated on <br />the southern rim of the Uinta Besin. The Coal is mined floc the Cameo B seam <br />which directly overlies the Rollins Sandstone. Surface elevations within the permit <br />area range from 4,800 feet to 7,700 feet. Additional information on geology can <br />be found in Section IV of this document. <br />
