Vegetation (2.04.20, 2.OS.4(2)(e), 4.1 s) <br />Vegetation information reviewed by the Division can be found in Section 2.04.10 <br />of Volumes I and V, and revegetation information in Section 2.05.4 of Volumes I and <br />V of the application. <br />The vegetation surrounding the disturbed area is a sparsely covered salt desert <br />vegetation type and along the Colorado River is a riparian vegetation type. Common <br />salt desert species include grasses such as galleta (Hilaria jamesii), Indian rice- <br />grass (Oryzopsis hymenoides) and squirrel tail (Sitanian hystrix) and shrubs such as <br />winterfat (Ceratoides lanata), shadescale saltbush (Atriplex confertifolia) and <br />fourwing saltbush (Atriplex canescens). The riparian vegetation type is characterized <br />by species including willows (Salix ~.), cottonwoods (POpulus spp•), salt cedar <br />(Tamarix paryiflora) and bluegrass (POd spp.). <br />Due to the fact that the Roadside and Cameo mines are existing underground mines <br />and no future surface disturbance is anticipated, the collection of pre-mining base- <br />line information is not possible. The applicant has proposed to establish "three <br />representative control areas" which will be used for revegetation success comparisons. <br />The application states that the control areas were selected for each major vegetation <br />type disturbed, based on species composition, cover and productivity, and slope and <br />aspect. However, the applicant has not demonstrated that the control areas are <br />representative. The following stipulations are necessary to clarify the applicant's <br />obligations with respect to collection of vegetation information and establishment of <br />appropriate control areas and to insure that the control areas are appropriate. <br />Based on information submitted by the applicant, it is anticipated that a maximum of <br />three control areas wi1Z be required: One for the riparian vegetation and two for <br />the mesa side slope vegetation types. <br />STIPULATION No. 7 <br />WITHIN ONE YEAR OF PERPfIT ISSUANCE, THE PERMITTEE FJILL PROVIDE A REVISED <br />VEGETATION DESCRIPTION AND VEGETATION MAP DELINEATING THE MAJOR <br />VEGETATION TYPES ADJACENT 2Y1 THE SURFACE DISTURBED AREAS AT THE ROADSIDE <br />RND CAMEO MINES. THE VEGETATION TYPE DESIGNATIONS WILL BE BASED ON THE <br />VISUALLY DOMINANT SPECIES. <br />STIPULATION No. 8 <br />WITHIN ONE YEAR OF PERMIT ISSUANCE, TXE PERMITTEE WILL DEMONSTRATE TO <br />THE DIVISION THAT, BASED ON SLOPE POSITION, ASPECT, SOILS AND VEGETATION, <br />EACH PROPOSED CONTROL AREA IS REPRESENTATIVE OF THE ADJACENT UNDISTURBED <br />VEGETATION TYPE, AND OF VEGETATION PRESUMED TO HAVE OCCURRED (BASED ON <br />SLOPE POSITION AND ASPECT) IN THE PRESENTLY DISTURBED AREA. <br />STIPULATION No. 9 <br />WITHIN ONE YEAR OF PERMIT ISSUANCE, THE PERMITTEE WILL DELINEATE, ON <br />THE POST-MINING TOPOGRAPHY MAP, THE PORTION OF THE RECLAIMED AREA TO <br />BE COMPARED TO EACH SPECIFIC CONTROL AREA FOR DETERMINATIONS OF <br />REVEGETATION SUCCESS. <br />The plan submitted by the applicant for sampling within each representative study <br />area is to collect cover measurements from randomly located and oriented 25m line <br />transects; production from lm2 quadrats; and woody plant density by lOm2 quadrats. <br />Woody plant cover will be obtained separately from the herbaceous line intercept <br />transects. Samples will be collected until sampling adequacy has been met vp to a <br />maximum of 50 samples. <br />~E l ~ <br />
