-IB- <br />VII. Cumulative X rolo is Im acts (cont'd) • <br />Presently, there is only one surface water monitoring station located on Rapid <br />Creek near the lower end of the permit area. More than one station is needed in <br />order to monitor effects on Rapid Creek and Cottonwood Creek, therefore, the <br />following stipulation is necessary. <br />STIPULATION No. 4 <br />THE PERMITTEE MUST SUBMIT AN APPROVABLE SURFACE WATER MONITORING <br />PLAN BY NO LATER THAN JANUARY 28, 1983 FOR RAPID CREEK AND COTTONWOOD <br />CREEK. THE MONITORING SYSTEM MUST BE INSTALLED RND OPERABLE BY <br />MARCH 7, 1983. THE SURFACE WATER MONITORING PLAN MUST INCLUDE, AT A <br />MINIMUM, THREE GUAGING STATIONS; ONE DOWNSTREAM OF THE PERMIT AREA, <br />AND TWO STATIONS UPSTREAM OF THE PERMIT AREA; ONE ON RAPID CREEK AND <br />ONE ON COTTONWOOD CREEK. THE MEASURING DEVICES MUST BE SIZED TO SHOW <br />SEASONAL FLOW VARIATIONS AND MUST PROVIDE ACCURATE MEASUREMENT DURING <br />THE LOW FLOW PERIODS. THE GUAGING STATIONS MUST BE EQUIPPED WITH CONTINOUS <br />RECORDERS, AND THE DATA MUST BE SUBMITTED TO TXE DIVISION ON A QUARTERLY <br />BASIS. <br />As previously stated, in the absence of subsidence, there should be no significant <br />effect on the flow in Rapid Creek and Cottonwood Creek. However, in the unlikely <br />event that surface flows were depleted through natural fractures or subsidence <br />related fractures, the applicant would be required to mitigate the effects from <br />mining. The applicant has supplied no contingency plan, therefore, the following <br />stipulation is necessary. <br />STIPULATION No. 5 <br />THE PERMITTEE MUST SUBMIT A CONTINGENCY PLAN BY NO LATER THAN <br />JANUARY 28, 1983, DESCRIBING THE MEASURES THAT WOULD BE UNDERTAKEN <br />BY THE OPERATOR TO PROVIDE WATER TO DOWNSTREAM USERS IN THE CASE <br />THAT THE SURFACE AND GROUND WATER MONITORING INDICATE TXAT THE PIZNING <br />OPERATION IS HAVING AN ADVERSE EFFECT UPON THOSE USERS. <br />In addition, if the proposed mining operation does deplete the flow in Rapid Creek <br />and Cottonwood Creek, the water in the alluvial aquifer would also be depleted. <br />This would not be immediately discernable from surface water monitoring or from <br />inflow monitoring in the mine. Therefore, a properly installed set of monitoring <br />wells may be necessary. The monitoring wells would, in a very short time, indicate <br />whether increase mine inflows were due to depleting a perched aquifer or were due <br />to depletion of the alluvial ground water. This is particularly important since an <br />existing alluvial well used for domestic water is located downgradient of the permit <br />area. <br />Since the applicant has made no provisions for monitoring the alluvial aquifer of <br />Rapid Creek and Cottonwood Creek, the following stipulation is necessary. <br />STIPULATION No. 6 <br />BY MARCH 7, 1982, THE PERMITTEE MUST EITHER SUBMIT AN ACCEPTABLE PLAN TO <br />TXE DIVISION FOR MONITORING THE EFFECTS OF MINING ON TXE ALLWIAL GROUND <br />WATER OF RAPID CREEK AND COT~NWOOD CREEK OR SUBMIT A PLAN FOR THE INSTALLATION <br />OF MONI~RING WELLS IN TXE ALLWIUM OF RAPID CREEK AND COTTONWOOD CREEK. <br />THE PLAN FOR MONI~t7R LNG WELLS MUST INCLUDE A MAP SNOWING THE LOCATION OF <br />TXE WELLS RND THE PROPOSED UNDERGROUND WORKINGS. A TIMETABLE FOR INSTALLATION <br />OF THE WELLS MUST ALSO BE SUBMITTED. THE MONITORING WELL SYSTEM MUST INCLUDE, <br />AT A MINIMUFf, TWO 41ELLS EACH IN TXE COT4CJNWOOD AND RAPID CREEK ALLWZUM <br />DIRECTLY OVER PROPOSED MINE WORKINGS. AT EACX LOCATION, TXE WELLS MUST <br />BE COAfPLETED TO BEDROCK. ONE WELL AT EACH LOCATION WILL CONTAIN PERFORATED <br />CASING THf20UGHOUT ITS ENTIRE DEPTH AND THE SECOND WELL AT EACH LOCATION <br />WILL CONTAIN PERFORATED CASING ONLY IN THE LOWERMOST PORTION QF TH~ ALLWiUM <br />H 1, <br />
