-i- <br />• • <br />Mining and Reclamation Plan (cont'd) <br />Raw coal is transported by truck from the Cameo mine and by conveyor. from the <br />Roadside mine to the wash plant at the Roadside mine site. The wash plant <br />separates waste rock from the clean coal. Clean coal is transported by conveyor <br />Z.3 miles from the wash plant at Roadside to the rail Zoadout. The coal <br />processing waste from the wash plant is trucked to a dislnsal area west of <br />the Cameo mine. -- <br />Reclamation will consist of regrading the disturbed area to approximate original <br />contour, topsoiling with a minimum of six inches of topsoil and seeding with <br />native species to achieve the post-mining land use of undeveloped land. Coal <br />processing waste will be used as backfill material to achieve approximate original <br />contour at the Cameo mine and the North Decline, since sufficient material is <br />otherwise not available. More information on the reclamation plan can be <br />found in Section XI of this document. <br />There are two coal processing waste emban]Qnents within the permit area which will <br />be reclaimed. The coal processing waste embankment near the Roadside mine is <br />inactive, while the Cameo embankment is presently in use. The Roadside embankment <br />will be used in a field trial to determine the optimal cover needed to attain <br />successful reclamation while preventing material damage to the hydrologic balance. <br />Information from the Roadside embankment will be used to formulate the reclamation <br />plan for the Cameo embankment. Additional information on the coat processing waste <br />embankments can be found in Section XvII of this document. <br />Because of low precipitation and saline and sodic soils, revegetation will be <br />difficult. However, with intensive management, the applicant should be able to <br />revegetate the disturbed area with a diverse, effective, and permanent vegetation <br />rnver similar to the surrounding area. Further information on the operations <br />plan can be found in Section XIV of this document. <br />The Colorado Historical Society in consultation with the Bureau of Land Management <br />have reviewed the Powderhorn Coal Company mine plan and determined that there <br />will be no effect to cultural resources (see Section III). <br />There are no renewable resource Zands overlying the proposed underground workings. <br />However, a water treatment plant and water Lines overly the workings. The water <br />treatmentplant will not be undermined. The applicant predicts no damage to the <br />water Zine from subsidence. A subsidence monitoring network will be used to better <br />define subsidence effects. <br />The operator has obtained all appropriate air gvlaity permits. Emissions are <br />primarily controIZed by water spray and watering the roads. <br />
