v
III IIIIIIIIIIIIIIII
~~~ ~ 999 STATE OF COLORADO
P,~
Roy Romer, Governor
y ~.
'c
DEPARTMENT OF NATURAL RESOURCES
MINED LAND RECLAMATION DIVISION
DAVID C. SHELTON, Director
September 8, 1987
Mr. Bob Sherman
The Rockcastle Company
C/0 Mr, blark Korb
Attorney at Law
P:O. Box 469
Fort Collins, Colorado 80522
Re: Mid-Term Review, Grassy Gap Mine, File No. C-81-039
Dear Mr. Sherman:
Enclosed is the mid-term review for the Grassy Gap mine. The review was
performed in fulfillment of Rules 2.08.3, 2.06.2(8), 2.06.3(4), 2.06.5(3),
2.06.7(5), and 3:02.2(4).
The mid-term review process consisted of reviewing the permit application,
stipulations responses, revisions, and other supplemental information. The
purpose of the review was to identify portions of the permit which need to be
modified or updated to reflect the current status of the mine, and revisions
which may be necessary to assure compliance with the regulations.
In general, the conclusion of the review i.s that the permit is clear, concise,
and relatively current. However it will be necessary to incorporate some
stipulation responses, settlement agreements, and approved revisions, in order
to fully update the permit. In addition, there are two issues which remain
outstanding at this time; those being bonding and post-mining topography
(ADC). The Division's concerns with respect to these issues are included in
the mid-term document. Resolution of these concerns will require some field
measurements and observations, which cannot be performed until September or
October. If you wish to be present at this inspection, please call so that we
may arrange a mutually acceptable time.
The Dl vision will set a preliminary timeframe of October 30; 1987, for
submittal of responses to the mid-term review. This timeframe may be modified
if it appears that additional time is required. You may also wish to set up a
meeting to discuss the mid-term requirements. Please call 1f you have any
questions.
Sincerely,
Jeffrey H.
