Lochhead <br />Eaecmrve Duecbr <br />Michael B Long <br />Dimsion Director <br />On December 02, 1996, the Division received your letter informing us of Bear Coal <br />Company's decision to permanently cease all mining operations at the Bear #3 Mine. As <br />stated in the letter, equipment removal from the mine will take four or more weeks to <br />complete. Upon completion of removing the equipment, and when ground conditions allow, <br />Bear Coal Company shall begin sealing the three existing portals. <br />During equipment removal, please ensure that all potentially hazardous materials/substances <br />are removed from underground. These may include chemicals, transformers, batteries, <br />fluids, or any other equipment or materials that could pose safety or environmental concerns <br />if sealed in the mine. <br />With respect to the hydrologic balance of the mine site and surrounding area, please <br />consider installing drainage pipe(s) in any or all of the portal seals that have the potential <br />for perpetual discharge. This preventive measure will reduce the potential for excessive <br />pressures building behind the seal due to the accumulation of groundwater. <br />Following equipment removal, please provide the Division with a work plan and an <br />approximate schedule for sealing of the portals and completing mine site reclamation. <br />If you have any questions or concerns regarding this letter please contact me. <br />Sincerely, <br />Michael P.
