The following observations were made during the site visit:
1. On the south side of the asphalt cement hot tank (used for heating a halt cement,
"AC-10"), an unlined impoundment approximately 15ft.X 8ft.X ft. contained
processed AC-10. It was apparent from the soil staining on the sides of the
impoundment that at some point in time liquid levels were higher. Th AC-10 in the
impoundment had a viscous consistency. You indicated the imp undment was
constructed to contain spilled material from the hot tank. You reque ted a delay in
removing the AC-10 material form the impoundment until ambient temperatures
dropped below 40 degrees Fahrenheit because of its viscous nature. owever, it :vas
agreed upon by all regulatory agencies present that the AC-10 shout be managed
as quickly as possible to minimize further environmental impact.
2. On the north side of the hot tank a tanker truck containing diesel fu I was parked.
The tanker truck was leaking fuel into two, 5 gallon buckets. Directly ownslope the
soil was discolored and had a strong petroleum odor. The size of the iscolored soil
area is approximately 25ft. X 15ft.
3. A stock pile of asphalt fragments, 60ft. X 30ft. X loft. lies on the west~rn edge of the
property. You indicated the pile of asphalt would be reused.
