Evidence of compliance with C.R.S. § 34-33- 111(1)(b), concerning condition of land to be covered by the permit prior to any surface coal mining operations; Reg. § 2.04.3, General Requirements: Site Description and Land Use Information; k. Documentation and statements of right of access: C.R.S. § 34-33-110(2)(j); Reg. § 2.03.6; 1. The permit application is incomplete in the above and other particulars. 9. That, because the above-listed materials were absent from the Office of Mined Land Reclamatio:.'s files, he was unable to fully or accurately evaluate the potential hazards posed by Golden Eagle Mine operations to the Rancho Escondido property. 10. That on Febr_ary 26, 1993, he discussed the Golden Eagle Mine's Las Animas County special use permit (Permit No. 75-025) files with Mike Ossola of the Las Animas County Planning and Land Use Office. 11. That during this conversation they discussed Basin Resources' failure to timely obtain required county building permits for ventilation fans. 12.
