Dept. c•f Natural Rese:lrces <br />This office has reviewed Northern Coal Company's response to special <br />stipulation 1128, attached to the Wilson-Loudy Loadout approval package. <br />Stipulation 1128 required that Northern submit a plan to monitor and <br />assess the impacts of the loadout on groundwater quality. <br />Our staff hydroJ.ogists believe that since Utah International's GBB-3 <br />well is not properly completed, data taken from this well or any new <br />well located down gradient from and proximal to well GBB-3 would probably <br />be inappropriate. Leakage from around the concrete seal of the GBB-3 well <br />may influence the dar_a taken from nearby wells, and thus not depict actual <br />overall groundwater quality. We, therefore, propose that well HWL/OA-2 <br />be drilled 300 feet upgradient from well GBB-3. <br />Northern Coal Company should arrange for the additional quarterly analysis <br />of any parameter(s) from within the first year suite of analyses that may <br />be identified by the regulatory authority as being a potential problem. <br />In addition, we believe that the bicarbonate ion should be included in the <br />first year suite of analyses. <br />Hopefully, this review is in agreement with your findings.
