BANTA, Dlreetor /
DATE: January 28, 1488
T0: Susan Mowry
FROIi: Peter O'Connor
RE: Somerset Mine - Technical Revision #5, Permit C-81-022
On November 6, 1987, I forwarded you a fi a e memorandum addressing a
variety of concerns that I had pertaining to the reference revlslon. On
January 21, 1988, you provided me with a proposed revised seed mixture and
seedling transplant (tables 2 and 3, respectively). I will assume that you
are handling the other concerns I previously identified and will devote this
review to the referenced two tables.
Table 2 - Revegetation Seed Mixture
My November 6, 1487 comment questioned the adequacy of the proposed seed
mixture and requested three modifications: reduce the seeding rate of three
grasses; increase the seeding rate for fortis and shrubs; and increase the
number of shrub species. The latest proposed seed mixture did reduce the
seeding rate for western and slender wheatgrass and Indian ricegrass and did
increase the seeding rate for shrubs (the increase in shrubs was only for
drill rate and needs to also be done for broadcast rate). However, the
requested increase in forb seeding rate and addition of more shrub species to
be seeded did not occur. The forb seeding rate may be adequate since the seeds
per square foot for some of the identified species is high. The three shrub
species may be adequate especially if ha re root stock. is planted as addressed
below under "Table 3" discussion.
Since the ultimate responsibility is the operator's to satisfy the various
revegetation sucess criteria, I will go along with the proposer+ mixture
provided the aforementioned shrub brnadracr eoorl;ng rate is modified.
TABLE 3 -Shrub and Tree Seedlino Transplant M,ix
My November 6, 1987 concern (item 6 on pane 3) questioned the proposal to go
from planting bare-root stock to no planting unless future inventorying
identified a woody plant density deficiency. The information you gave me did
not address this concern. However, a review of new Appendix H of TP. #5
indicates no change as requested. Since the two communities tieing reclaimed
are mountain shrubland and juniper woodland totaling 57 acres, I do not concur
with the proposed change.
The new Table 3 presents no chance in shrub and tree species or in planting
rates.
/bca
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
