'~, LETTER
tor. Peter V.
November 14,
Page Two
O'Connor, Reclamation Specialist
]933
- All disturbed ground should be reclaimed; this includes land disturbed
by previous mining as well as all new mined land, access roads, and other
acreage disturbed due to the mining activity or other related activities.
- The soil and overburden on the site may not contain enough nutrients or
organic matter to sustain vegetative growth. The applicant proposes to
fertilize and mulch only if needed. Establishing a good stand of vege-
tation on meclaimed areas is important both from a visual and an erosion
control standpoint. Final reclaimed slopes would be stable provided
that the vegetation takes FAId and continues to grow under natural condi-
tions.
- The mining permit document does not specifically state whether blasting
will be utilized. If blasting is not required then this issue is not
pertinent. If blasting is required the City is concerned with noise,
ground motion, and fly rock associated with blasting.
- The permit application should clarify why with a swell factor of 1.33
only minimal compaction of backfill will be performed. Future construc-
tion will be required to comply with the recommendations of a geologic
report required at the time of site plan submittal.
- Cost estimates for seeding and fertilizing is extremely low; realistic
cost/acre for seeding and fertilizing is 51000/ac.
- Minimum acceptable plant establishment shall be four (4) plants per
square foot not including ~•~eeds (plants not specified in seed mix).
This must occur within one year of top soil spreading and seeding.
- No mention has been made of visual impact. Mining operation should be
screened from major thoroughfares, and adjacent residential areas as
they develop.
- 4 to 1 reclaimed slopes are acceptable, however, Exhibit F sho~•is some
slopes steeper than 4 to 1.
The above concerns should be addressed and clarified prior to proceeding with
the permit process. If you should have any questions or concerns regarding
this response please feel free to contact Stan 4Jeedon, Project Manager or
myself at 234-8860.
Sincerely
~ ' '\.L~.,Lv~
,J~ Peterson
City Planner
JP/vwb
