Powderhom Coal Company Roadside North and South Ponals Mine <br />Summary of 12/7/00 DMG Aerial Photos <br />Photo Set 1 <br />The set is presented as a montage showing the Powderhom Coal Company (PCC) Roadside Soutlt Portal <br />Facilities Area and adjacent areas, including a portion of Interstate Highway 70 (I-70) and the Colorado <br />River. View is to the east, with I-70 running generally noNt-south, and the Colomdo River flowing to Ute <br />south. Tn this location, "east-bound" I-70 runs north, and "west-bound" cons Soutlt. <br />Visible in Photo "la" foreground is the road bridge over Ilte river which provides access to the Public <br />Service Company Cameo Power Plant, dte PCC Roadside North Portal Facilities Area and refuse disposal <br />areas, as well as BLM lands in Coal Canyon. The backfilled Northwest Intake Portal location is visible <br />along the east-bound I-70 roadcut, directly to tJte east of the semi-trailer Wck on west-bound I-70. <br />Minewater Discharge Paint Outfall 002 is located at the edge of Ote river, at the exVeme lower right comer <br />of Photo "la'". Two 4" siphon pipes are routed out of the mine workings tluough the backfilled NoNnvest <br />Intake Portal to a 6" pipe, which runs to the south along the I-70 road ditch to a culvert which runs beneath <br />I-70. The 6" pipe is routed through the culvert to Outfall 002. <br />Visible in Photo "lc" is the noNt portion of the Roadside South Portal Facilities Area, and the adjacent <br />Cameo I-70 exits and underpass. The mine entrance gate is immediately east of the underpass, with a small <br />guard shack building located at the entrance. Behind the guard shack are cafeteria/trainingboilding, coal <br />lab and office buildings and associated parking area. Swctures to the Soutlt and east of the guard shack are <br />coal preparation plant crushing and washing facilities. [At the wash plant, "clean coal" was separated form <br />"processing waste". Clean coal was routed to the overland conveyor, which is contained within a large <br />culvert, and routed beneath the facilities area and I-70, beneath the underpass. Though not visible in Pltoto <br />Set I, the conveyor is suspended over the Colorado River, and extends overland on the west side of (he <br />river to the Unit Train Loadout. Processing waste was loaded into Wcks and transported to refuse disposal <br />areas CRDA-1 and CRDA-2, in Coal Canyon.] Access Road No. 1 loops around and above the lower <br />facilities, providing access to the portal bench area. <br />Facilities on the portal bench, visible in Pltoto "ld", include from west to east, warehouse, shop, shower <br />house and office facilities. The man-way and conveyor portal openings are visible beneath the office <br />structure. The two portals have been sealed with concrete block wall approximately 100 feel inby the <br />openings, but have not yet been backfilled. Raw coal conveyor system remrtants are visible along dte south 30 <br />side of the portal bench parking area. Also visible in Photo"ld", below the portal bench is the coal <br />stockpile area and portions of the wash plant Immediately to the Soutlt oC the wash plant thickener tank in <br />"ld", is Sediment Pond 8, which provides sediment convol for the portal bench and lower facility areas, <br />and a portion of the Roadside Refuse Disposal Area (RSRDA) outslopes. A portion (approximately the <br />north half) of the RSRDA is visible to the south of the coal stockpile area. The flat top of the pile is an <br />approved material storage area. <br />The South Portal Facilities Area, incltding the entire RSRDA encompasses approximately 25.9 acres of }~~ <br />surface disturbance. The Northwest Intake Portal disturbance is approximately 0.1 acre. ~ <br />Photo Set 2 <br />Photo " 2a" depicts the entire RSRDA. The pile oulslopes were covered with 6 inches of soil, and seeded <br />with a stabilization seedmix in the early 1980's. The RSRDA has not been used for processing waste <br />disposal since that lime. Sediment Pond 9, located below the toe of the pile, at the sculhwesl comer, <br />provides sediment wntrol for the major portion of the RSRDA. <br />
