Savage ~I~rrQ (~~~ <br />RE: Stipulations on Coors Keenesburg Mine Permit No. C-028-81 <br />Bob, <br />After reviewing Coors' submittal of December 29, 1981, I have these comments <br />concerning stipulations 9, 10, 12, and 13. <br />Stipulation No. 9 <br />Coors has satisfied the requirements of Stipulation No. 9 and the concerns <br />of the Division relative to sampling adequacy of vegetative productivity. <br />The information from Don Nyder should be incorporated into the baseline <br />vegetation inventory of the permit document. <br />Stipulation No. 10 <br />Coors has presented information from the Division of Wildlife which recommends <br />50-1000 stems per acre, depending on type of topography present. Coors' <br />consultant has recommended 400 stems per acre as the reclamation standard, <br />stating that this density is "near ideal" for a rangeland post-mining land <br />use. The Division feels that the 400 stems per acre is a reasonable standard, <br />but requests Coors to provide information substantiating that the 400 stems <br />per acre is "near ideal" for a grazing post-mining land use. <br />The woody plant density standard the Division would be willing to accept is <br />400 stems per acre, provided that Coors can provide adequate justification <br />for that figure relative to a grazing post-mining land use. <br />Stipulation No. 12 <br />Coors has provided adequate justification for the inclusion of smooth brome, <br />pubescent wheatgrass, and crested wheatgrass. These species will help to <br />exclude annual weeds, provide quick cover and erosion control, and are not <br />restricted and are compatible with the native species of the area. At <br />this time, Coors may exclude Needle and Thread from the reclamation seed <br />mix based on discussions presented. <br />
