The irrgaacts to the North Fork (~u,nison Rivet and the local groundwater systems cannot be accurately accessed, L~cause no information was provided on the quantity and quality of water that will be discharged fran the disturbc~i area, after the highway relocation. The North Fork CLnnison River adjacent to the portals facilities is a good trout fishery, indicating good water quality. This could ~ adversely impacted bl' the intro- duction of pollutants such as oil, grease, sediment, etc. Zn addition, runoff produced on the disturbed area would lx immedi- ately discharged into the River making it difficult to collect water quality samples necessary to comply with the NPDFS perntit. In conclusion, I recam~end that the sediment ponds resin a part of the Bear Coal Mine peLmit until these issues are resolved. Bear No. 3 Portal I have no comments cn this mortal.
