MANAGEMENT <br />On behalf of Snowcap Coal Company and in accordance with Rule 4.30, the DMG is <br />hereby notified that the Unit Train Loadout and Railroad Spur are in temporary <br />cessation of operations. The information required under Rule 4.30.1(2)(a - d) follows: <br />a. Number of surface acres affected 72 <br />b. The overland conveyor, linear stacker, transfer numbers 3 and 4 and the <br />conveyor terminal building have been dismantled and removed from the site. <br />c. A minor amount of backfilling and grading was performed during the removal of <br />the items in item b. above. The sediment ponds at the loadout will be <br />maintained and monitored. The monitoring wells at the loadout will continue to <br />be monitored. <br />d. Cessation will be temporary. The anticipated date for resumption of operations <br />is unknown. Lodestar Energy, Inc. anticipates utilizing the loadout as soon as <br />appropriate coal sales are realized. <br />Please call if you have any questions. <br />Sincerely, <br />~~~~ <br />J. E.
