Introduction <br />This document is the approval package prepared by the Colorado Mined Land <br />Reclamation Division (Division) for the Empire Energy Corporation, Eagle Mines. <br />These mines were originally permitted under the Colorado Permanent Program as <br />described in the September 2, 1983 findings document for the Empire Energy <br />Corporation, Eagle Mines No. 5 and No. 9. The original findings allowed <br />continued mining in the No. 5 Mine only. Subsequent to that time Empire <br />Energy received permission for limited mining in the No. 9 Mine (Revised <br />findings, April 9, 1984). Empire Energy Corporation subsequently closed the <br />Number 9 Mine, added the Utah Tract (August 10, 1984 findings) and the 5A Mine <br />portal to the No. 5 Mine. In addition, Empire Energy Corporation began plans <br />for the No. 6 Mine. The main mining method at the Eagle Mines was also <br />changed from conventional room and pillar mining to longwall mining. Due to <br />these changes, Empire Energy Corporation elected to submit a new application <br />package for the No. 6 Mine Permit Revision. This application consolidates a17 <br />activities at the site including the previously-approved revisions into one <br />concise document. In addition, it replaces all prior application packages and <br />associated revisions. <br />The new application package, received on August 21, 1986 and amended <br />January 23, 1987 in response to MLRD's October 17, 1986 Preliminary Adequacy <br />Review, is the document upon which the new findings and proposed decision to <br />approve is based. <br />The new findings document contains: the proposed decision to approve the <br />permit application; a summary describing the history of the review of the <br />permit application; the environment affected by the mining operation and the <br />mining and reclamation plan; and the Division's written findings of compliance <br />required by the Colorado Surface Coal Mining Reclamation Act. Detailed <br />information about the review process can be found in the Act and the <br />Regulations of the Colorado Mined Land Reclamation Board for Coal Mininq. All <br />rules referenced in this document are contained within the Regulations. <br />Detailed information about the proposed mining and reclamation operation can <br />be found in the permit application on file (number C-044-81) in the public <br />record maintained by the Division at 1313 Sherman Street, Room 423, Denver, <br />Colorado and at the Moffat County Courthouse in Craig, Colorado, <br />-1- <br />
