Leach (E-mail) / <br />Subject: North Haul -Access Road Design, C-1980-001 (, oy P, c/ ro vr.-r ~,q ,~„~ <br />Dear Mr. Utter, <br />As was agreed during our meeting of March 24, 2005, the Division of Minerals and Geology has checked on the design of <br />a section of the North Haul -Access Road (Road) with regard to ditch (and culvert) requirements. The section checked <br />extends from the intersection with Routt County Road 179 for approximately 800 feet to the west. <br />Rule 4.03.1(4)(c) requires ditches at the toe of cut slopes. <br />This section of the Road is part of segment R-R' on Exhibit 3.5-7 of the Permit Application Package (PAP). No profile of <br />this segment was found in the copy of the PAP at the Division. No cross-section of this segment of road is identified on <br />Exhibit 3.5-7. <br />From the scale and contour interval of Exhibit 3.5-7, the section of Road appears to be located on the crest of a ridge line <br />separating unnamed tributaries of Oak Creek (to the south) and Trout Creek (to the north)(USGS topographic map <br />quadrangles Oak Creek and Cow Creek). Although subject to field verification, there does not appear to be any cut slopes <br />in this road section. Thus there is no regulatory requirement for a road ditch in the section. As the Road is on a divide, <br />there is no need, and there are no, cross-drain culverts in the section (runoff of the travel way of the road flows directly to <br />the north and south from the roadway). Further, from interpretation of contour information on Exhibit 3.5-7, there appears <br />to be natural drainage swales, both to the north and to the south, approximately 500 feet from the intersection that would <br />divert any up-gradient cut-slope ditch flow (south side of the road) and any roadway runoff, on both sides of the Road, <br />away from the Road and road right-of-way. [There is a cut slope, and atoe-of-cut ditch, on the south side of the Road as it <br />climbs up the hill to the mined area beyond the segment.] Further, the section appears to traverse a high region <br />approximately 250 feet from the intersection. <br />There appears to be no requirement for, and there is no indication (PAP) of, road cuts, ditches, or culverts on the Road <br />between the diversions to the swales and the intersection. Again, subject to field verification, there appears to be ample <br />opportunity to locate roads to the north and south from the Road without culverts along the Road (no change in current <br />roadway drainage). <br />If no culverts are required, a Minor Revision would be appropriate for the proposed private property access roads. <br />This site could be visited and the proper revision application discussed before or after the bond release inspection <br />scheduled for April 21. <br />Please call me if you have any questions. <br />Yours truly, Byron G.
