-3- <br />Summary <br />The Review Process, Description of the Environment <br />and <br />Description of the Operations and Reclamation Plan <br />The Review Process <br />The Bourg Mine is operated by Walden Coal Company. The mine is located in <br />Jackson County, Colorado approximately seven miles east-northeast of Walden <br />off Jackson County Road 19 in Sections 7 and 18 of T9N, R78W. The Bourg Strip <br />Mine has been in existence since July of 1980 and has operated under Permit <br />Nos. 79-125 and C-81-021 issued by the Colorado Mined Land Reclamation Board. <br />Walden Coal filed a complete application for permit renewal pursuant to C.R.S. <br />34-33-109(7)(d) on August 12, 1987. Walden Coal Company has ceased mining <br />operations at the Bourg Mine and the only activities associated with this <br />permit term will be reclamation. The application was under review by the <br />Division for approximately eight months to determine compliance with the Rules <br />and Regulations of the Colorado Mined Land Reclamation Board for Coal Mining. <br />On October 19, 1987, as part of the permit renewal process, the Division sent <br />a letter to Walden Coal Company which identified deficiencies in the <br />application which were noted during the preliminary adequacy review. <br />Resolution of these deficiencies was required in order for the Division to <br />make determinations of compliance, Walden Coal satisfactorily responded to <br />these preliminary concerns during the course of the review and a permit was <br />issued on May 4, 1988. <br />On March 24, 1988, Walden Coal Company submitted a permit revision application <br />to remove the four sediment ponds at the site and replace them with treatment <br />facilities consisting of terrace benches constructed at two hundred (200) foot <br />intervals. This proposal was supported by the acquisition of field data which <br />was used to refine site specific factors contributing to the soil loss <br />equation, by a SEDCAD+ run which predicted settleable solids values under <br />this treatment, and a revised post-mining topography map. The revision <br />submittals were approved as a package on August 30, 1988, <br />This decision document updates the renewal findings of compliance issued on <br />May 4, 1988. The original permit application was submitted on February 13, <br />1981. Permit C-81-021 was issued on April 21, 1983. <br />Description of the Environment <br />The mine site is located on a 160 acre private parcel of land located in the <br />parkland of North Park at an elevation of approximately 8100 feet. Land use <br />in this area consists of grazing and wildlife habitat. U.S. Bureau of Land <br />Idanagement land surrounding the permit area is grazed by cattle from May to <br />July. Predominant wildlife in the area consists of antelope, sage grouse, <br />mule deer, and rabbits. <br />
