Raton West intends to propose a comprehensive system of <br />information exchange, compensation and bonding to protect <br />surface landowners from past, present and future effects <br />of underground mining on some sites. We suggest that such <br />provisions be drafted to minimize potential conflict with <br />and pre-emption by the proposed OSM rules and regulations <br />on these matters, which, according to our contacts with <br />that agency, will likely be published in final form later <br />this year. <br />Raton West requests party status in the permit proceeding for <br />the Golden Eagle Mine, and endorses and encloses its Exhibits 1 - <br />35. Not actually enclosed with this package are the large fold-out <br />maps which I believe you already have (these items are so noted in <br />the Exhibits' Table of Contents). Of course, if you should need <br />additional copies of any exhibit, including the maps, please advise <br />and we will provide them. <br />It is our understanding that, as of February 18, 1994, a <br />number of the items which Basin was required to submit to the <br />Division by February 21, 1994, under the terms of the January 21, <br />1994 Golden Eagle Mine "Proposed Decision" had either not yet been <br />submitted or were not available for inspection.
