The NEPA process, analysis and documentation will be needed since the escapeway and
access are outside the operations area previously approved in 1995. A cultural resource
survey will need to be conducted prior to any ground disturbing activities. A survey will
be conducted when snow has melted and the ground can be seen.
A 4-wheel drive access road will require a similar review of design criteria and road
construction as the bypass road. We will need to confer with Ray Langstaff, Road
Manager for additional information-
The State Division of Minerals and Geology has indicated to this office that you will
need to complete the requirements for a new permit and bonding requirements before
beginning work on the escapeway. The State will consider the type of access to the
opening and the cost to secure the opening among other factors in determining the bond
amount.
ShowroomlOffice -
There is a lot of local public interest in the mine operation, and the new building for a
showroom and office in particular. The 1995 Decision Notice established the
authorization fora 40x60x16 metal building for bagging and storage of rock dust, and a
12x70 mobile bathhouse. Currently, the mobile metal trailer (-]2x70) is being utilized
for office and storage space; the large metal building was never constn:cted.
• The purpose for the larger building has changed since originally proposed as a sta age
building in 1995. Although we have agreed to allow a construction of a facility for
purposes of showing the rock product that comes from the mine as well as office space,
we have yet to review the location, design or plans for the building. We will need to
evaluate the building site location due to concerns for soil and water movement in the
area.
I would like to have one or more of the existing office/storage facilities removed from the
area when a new showroom/office is approved for construction. I would like you to
reassess the need for the smaII travel trailer, [he ]i:ng metal hailer (12x70), and the wood
storage/office building currently on the site.
If you have any questions about the information and direction in this letter please call mein
Carbondale at 970-963-2266 or in Aspen at 970-925-3445.
Sincerely,
t.~C~~-~~-1-~_- ~
WALLACE WESTBROOK
District Ranger
Enclosure (1)
