Introduction <br />This document is the decision package prepared by the Colorado Division of Minerals and Geology (the <br />Division) for the Carbon Junction Mine. This document includes: 1) the proposed decision to approve the <br />permit renewal application; 2) a summary which includes a history of the review of the permit application, a <br />description of the environment affected by the operation and a description of the mining and reclamation plan; <br />and 3) the written findings of compliance the Division has made as required by the Colorado Surface Coal <br />Mining Reclamation Act. Detailed information concerning the findings of compliance can be found in the <br />Regulations of the Colorado Mined Land Reclamation Boazd for Coal Mining. <br />The Division has received an application for a permit renewal (RN-02) to conduct surface reclamation <br />operations only at the Cazbon Junction Mine. The application was submitted by Savage and Savage for the <br />Mine, owned by Oakridge Energy, Inc., and will be operated by Four Corners Materials, Inc. The mine is <br />located on private lands within La Plata County, Colorado. The legal description of the lands included within <br />the permit azea is: <br />A tract of land located In Section 33, Township 35 North, Range 9 West, Section 33, Township 34'/: North, <br />Range 9 West and Section 4, Township 34 North, Range 9 West, North of the Ute Line, New Mexico Principal <br />Meridian, in La Plata County, Colorado, containing 213 acres more or less. <br />The tract mentioned above is shown on the USGS 7.5 minute Durango East and Loma Linda quadrangle maps <br />Proposed Decision <br />The Colorado Division of Minerals and Geology proposes to approve an application for a permit renewal to <br />conduct coal mining reclamation operations. <br />The application for renewal was submitted by Savage & Savage representing the mine. This decision is based <br />on a finding that the opemuons will comply with all requirements of the Colorado State Program as found in <br />the Colorado Surface Coal Mining Reclamation Act, Section 34-33-101 et seq., C.R.S. and the Regulations <br />promulgated pursuant to the Act. If no request for a formal hearing is made within thirty (30) days of the first <br />publication of the issuance of this proposed decision, then this decision becomes final. The permit application, <br />all supporting documentation and any stipulations or conditions will become a binding par[ of the permit. <br />All previous conditions and stipulations from other permitting actions have been complied with. <br />STIPULATION 9: UPON APPROVAL OF THE TECHNICAL REVISION OF FOUR CORNER'S <br />GRAVEL PERMIT TO EXPAND T'HE OPERATIONS, SUBMIT A TECHNICAL REVISION TO <br />AMMEND THE COAL PERMIT BOUNDARY AND SUBMIT A PHASE 1, 2, AND 3 BOND RELEASE <br />APPLICATION ON THIS SAME BOUNDARY CHANGE AREA. <br />Summary <br />The Review Process <br />The Cazbon Junction Mine was previously operated by Pueblo Coal, Incorporated, from its original pemutting <br />date of October 25, 1983 until the company became insolvent.
