Since they were located on <br />industrial use areas near Delta and Paiona and materials from <br />all-lerJiiB p1t5 was prGCe55cd there. Tha Board at that time, as well <br />as the Law, was primarily concerned with reclamation on mining <br />areas and not with reclaiming industrial sites where the material <br />was sold or used. This was particularly true in this case because <br />of the nature of Deltas' operations. <br />I trust this will serve to explain our impression of why the <br />areas were not required to be in the permit areas.
