Cooper <br />Energy Fuels Carp. <br />One Tabor Center Suite 2500 <br />1200 17th St. <br />Denver, Colorado 80202 <br />Dear Mr. L'r: <br />~ f~~er <br />8 0 / 6 z/ .T~ii <br />I am writing to inform you of our plans for the branch line from <br />Laramie, Wyo. to Walden, Cola. <br />Due to an insufficient amount of freight to support the cost of <br />operations we have decided to proceed with abandonment of a <br />portion of this branch, l]ur plan is to abandon and remove the <br />rail from approximately WYOCOLO to Walden, Cola. and to leave the <br />balance (Laramie .to Wyocolo) in place for a passenger operation. <br />The only option we see to abandonment of this particular section <br />of rail is for the shippers or the state/local government to step <br />in and purchase it....which we would sell at "net liquidation <br />value" and be willing to enter into a long term operating <br />agreement for the entire branch to assure continuation of service <br />from Laramie to Walden. We have calculated the NLV at <br />approximately S3mm for this 40 mile section, not including any <br />value for the real estate. <br />Please let me know at your earliest convenience if you have any <br />interest in pursuing a purchase of this trackage.
