RE: Mid-Term Review of the Hayden Gulch Mine, Permit No. C-80-003
Dear Mr. Atkinson:
Attached is the Division's mid-term review for the Hayden Gulch
Mine. The review is conducted every 2 and 1/2 years and is in
fulfillment of Rules 2.08.3 and 3.02.2(4). Please review the
document to identify any concerns with the content or the
timeframes.
The mid-term review consists primarily of reviewing the permit
application, the findings document, field inspection reports,
recent revisions, and the bonding document. The main purpose of
this review is to identify any areas of operations or permitting
that may be out of compliance with the Colorado Surface Coal Mining
and Reclamation Act.
The Division will be requesting that the mine submit a revision to
the permit to address the continuing problem of stumpage along the
highwall on the south end of the mine. In addition to this, and as
part of this revision, H-G will also be required to incorporate
updated material that is being requested as part of the review.
This revision should also incorporate the changes being requested
in the bonding section to clarify the current liability situation
associated with the loadout.
This revision should be submitted by no later than September 15,
