TR 19 proposed approval decision was issued January 30, 1995 . The revision proposed that existing Sediment Ponds 1 and 2 be combined by excavation of a connecting channel , and that Pond 7 and 8 CMP spillways be replaced by riprapped open channel emergency spillways. In addition, the revision contained revised designs incorporating additional capacity in Pond 8 to handle the possibility of prep plant thickener tank spillage. Ponds 1/2 , 7 and 8 would all utilize pumping as the primary dewatering mechanism. As of July 21, 1995, all modifications had been completed except the final excavation of sediment volume and certification of the expanded Pond 8, which had been delayed by the wet spring and high alluvial water table. TR 20 was deemed complete on January 6, 1995, but no proposed decision has been issued. Several continuances have been granted. The TR addressed certain changes in the mine plan including a modification of the mining schedule to reflect reinitiation of coal extraction from the North Portal earlier than previously projected ( in fact North Portal extraction resumed in November, 1994 ) , and an increase in coal production. In an adequacy letter dated February 13 , 1995, the Division requested additional information regarding surface water, ground water, and subsidence impact evaluation for the North Portal area. The requested information has not yet been submitted. TR 21 proposed approval decision was issued with one stipulation on March 6, 1995. The revision allowed for the construction of a gob conveyor, screening and crushing plant, an additional truck loadout bin and associated conveyors within the existing coal handling area at the Roadside North Mine. MR 18 proposed approval decision was issued on July 23 , 1993 . The revision updated Table 2.03 .4 A "OWNERS OF RECORD OF SURFACE AND SUBSURFACE WITHIN AND CONTIGUOUS TO THE PERMIT AREA" . A cover letter to the approval decision requested that the operator submit updated surface and subsurface owner maps (Exhibits 3 and 4) to correspond to the revised Table. The maps included as Exhibits 3 and 4 in the permit application volumes on file with the Division have a certification date of August 31 , 1992 , and were received by the Division September 3 , 1992, within TR 14 . The requested replacement maps were apparently not submitted, and there is no documentation in our files as to why this was not done. MR 19 proposed approval decision was issued on November 26, 1993 . The revision updated ownership and control information to reflect changes in the corporate management structure between Powderhorn Coal Company and Peabody Holding Company. MR 20 proposed approval decision was issued May 16, 1994 . The revision addressed the name change for the mine, from "Roadside and Cameo Mines" to "Roadside North and South Portals" . MR 21 proposed approval decision was issued June 24 , 1994 . The
