RE: Mid-Term Review for the Roadside Portals, Permit No. C-81-041
Dear Mr. Reschke:
Attached is the Division's Mid-Term Review for the Roadside
Portals. The review is conducted every 2 and 1/2 years in
fulfillment of Rules 2 . 08 . 3 and 3 . 02 . 2(4) . Please review the
document carefully and respond to requests for revisions contained
in Section III of the document within the allotted timeframes.
The mid-term review consists primarily of reviewing the permit
application, the findings document, field inspection reports,
recent revisions, phased bond releases, and the bonding document.
The main purpose of this review is to identify any areas of
operations or permitting that may be out of compliance with the
Colorado Surface Coal Mining Reclamation Act.
A technical revision responding to requests contained within
Section III of the document should be submitted within 60 days of
receipt of this letter, with the exception of Item 5 under 2 .04 .10 ,
2 . 05.4(2) (e) , and the adequacy responses to the Division's February
13 , 1995 adequacy letter to TR 20 under 2 . 05. 2 and 2 .05 . 3 .
Substantive responses to these two issues must be received by no
later than September 25 , 1995. Enforcement action may result if
submittal deadlines are not met.
