Box 1430 <br />Palisade, Colorado 81526 <br />9 ~ <br />.y6t~ ; as <br />J <br />RE: Baseline Vegetation Survey, F11e No. C-041-81 ~/ ~ ~ // <br />Dear Mr. Barbe: <br /> <br />The Division has completed a review of the baseline vegetation survey prepared <br />for Powderhorn Coal Company by Western Resource Development. The baseline <br />data collected in the three selected study areas appear to satisfy Division <br />requirements for quantitative descriptions. <br />Three Items remain to be addressed. Powderhorn and the Division need to <br />establish standards for 1) woody plant density, 2) species diversity, and <br />3) the revegetatlon success criteria for herbaceous cover and production need <br />to be clarified. <br />Under the topic Determination of Revegetatlon Success, 1t 1s stated, <br />"determination of revegetatlon success will be based on the comparison of <br />reclaimed areas with data from study areas," while a table later 1n the text <br />proposes, "(success criteria) 90% of reference area value at 80% conftdence.° <br />There needs to be some clarification as to whether the permittee has or is <br />proposing to establish reference areas within each of the study areas and <br />sample these reference areas for comparison with revegetated areas or whether <br />the study areas are considered to be the reference areas. Based on our recent <br />conversations, it is my understanding that Powderhorn proposes to collect data <br />for comparison of the reclaimed area and the study area/reference area at the <br />same time for determination of revegetatlon success. <br />If you agree with my understanding or propose another method of comparison <br />please write me to that effect. <br />If you have any questions or comments, please give me a call. <br />Si cerely, <br />Jim erron <br />Reclamation Specialist <br />JH/ep <br />Doc.
