Posey (/ Drvu~an Director <br />Subject: Water Monitoring; Gold Hill Mill; fI'EC Environmental Coloraco, Inc <br />Having reviewed the "Second-Quarter 1999 Compliance Surface & Groundwater Monitoring" <br />report, prepared for [his project by McCulley Frick & Gilman, and following your inquiry about <br />the need for future monitoring, it appears that water quality at this site may be adequately <br />monitored, now that baseline water quality has been established, with fewer sampling stations <br />and with a smaller set of indicator analytical parameters. Monitoring via fewer parameters <br />would be consistent with that conducted at other permitted mines. <br />It is noted that this facility monitors water quality at 6 groundwater and 2 surface water stations. <br />As my evaluation examined only the cited report, the purpose for this number of sampling <br />stations was not evident. So, having only a minimal understanding of the prior monitoring <br />program, it is recommended that the Operator propose to DMG a revised parameters list and a <br />revised sampling station list, with justification for their proposed changes for our review. In that <br />regard, I would suggest that Maxine Stewart or other representative contact me and you for a <br />discussion before ITEC prepares a list of recommended parameters. <br />As a guideline, the division has established a set of monitoring indicator parameters at other sites <br />which includes only four analytical parameters plus field parameters. A similarly small set may <br />be appropriate at [his site as well It would be most useful for the operator to provide their <br />recommendations with supporting information for their proposal. <br />COLORADO <br />cc: Carl Mount <br />
