Dumond 2629 Calle Manzano Thousand Oaks, California 91360 Re: Rule 4.20.2 Public Notice Dear Mr. Dumond: Division of Minerals is ~ewoyy Certified Mail Article Number Z 739 153 807 In accordance with Rule 4.20.2 of the Regulations of the Colorado Mined Land Reclamation Board for Coal Mining, Oxbow Carbon and Minerals, Inc., owner and operator of the Sanborn Creek Mine, is required to comply with the following: "The mining schedule shall be distributed by mail to all owners of property and residents within the area above the underground workings and adjacent areas. Each such person shall be notified by mail at least six months prior to mining beneath his or her property or residence. The notification shall contain, in minimum: (1) Identification of specific areas in which mining will take place; (2) Dates of mining activities that could cause subsidence and affect specific structures; and (3) Measures to be taken to prevent or control adverse surface effects." Oxbow Carbon and Minerals, Inc. has applied for a modification to Federal Coal Lease COC-53510 for the addition of approximately 160 acres in Section 1, T135, R90W, is in the process of applying for a Bureau of Land Management Right-of-Way for approximately 20 acres in Section 12, T13S, R90W, and will soon apply for a revision to Colorado Division of Minerals and Geology Permit Number C-81-022 to include the lease modification and right-of-way. You have been listed as an owner of record by Gunnison County in Section 7, T13S, ft89W, in the adjacent area. The private surface owners in Section 7 are shown on the attached drawing, and on a portion of the property map to be included in the permit revision. P. O.
