Introduction
This uocument has been prepared in regard to a Permit Revision application
(PR No. 2) submitted by National King Coal, Inc. (NKC) on January 24, 1990,
The revision would incorporate an additional 480 acres into the existing
permit area. Both the surface and mineral interest in the added acreage are
privately owned. The acreage lies immediately east of and adjacent to the
current permit area.
The Permit Revision does not involve additional surface disturbance and will
extend the estimated life of the mine from 124 months to 262 months based on
reserve estimates made November 30, 1989 and a projected production of
175,000 t.p.y.
Due to the absence of additional surface disturbance and relatively minor
impacts of the proposed revision on the approved mining and reclamation plan,
many sections of the Division's July 9, 1987 Findings of Compliance for the
King Coal Mine permit renewal and July 12, 1989 Findings of Compliance for the
King Coal Mine Permit Revision No. 1 remain applicable and are not changed as
a result of proposed PR No. 2.
This document is based on information provided in the permit application, the
permit renewal application, both PR No. 1 and PR No. 2 applications and on
adequacy review responses. Where sections of the July 9, 1987 Findings
(Permit Renewal) and July 12, 1989 Findings (PR-01) documents have not been
affected by this proposed revision, the reader will be referred to those
documents. This Findings Document contains or references the following:
A summary which includes a description of the Division's review process;
A description of the existing environmental conditions;
3. A description of the operation and reclamation plan;
4. The written findings of compliance that the Division is required to make
pursuant to the Colorado Surface Coal Mining Reclamation Act of 1979.
Copies of the application for Permit Revision No. 2 are on file at the Mined
Land Reclamation Division, 1313 Sherman Street, Room 215, Denver, Colorado anc
at the La Plata County Courthouse, 1060 East Second Avenue, Durango, Colorado.
-1-
