Long
Dwrsion Duecmr
Date: May 14, 1993
TO: Jim McArdle
From: Steve Renner/ ~~
RE: Coal Gulch Mine Reclamation
As we have previously discussed, the Coal Program was interested
in contracting reclamation of the revoked Coal Gulch Mine to the
Inactive Mines Program. Because of an apparent attempt to permit
the site, I had requested that IMP delay reclamation of the site
until the intentions of the potential permittee became clear.
Although a permit application was submitted near the end of July,
1992, it was never deemed to be complete as due to a significant
lack of baseline data contained in the application. We have had
discussions with the applicant regarding the necessity to provide
additional data. The applicant has informed us of his intent to
drill at least two holes to obtain the missing groundwater and
geochemical data. I understand, however, that this has not yet
occurred.
The Coal Gulch mine permit was revoked a number of years ago. To
date the site remains unreclaimed. As the population of La Plata
county, and particularly of Durango, continues to grow, I am
becoming increasingly concerned that the site be stabilized.
Therefore, I am requesting that the Inactive Mines Program
develop a reclamation plan for the site over the next few months.
The goal of the plan would be to stabilize the highwall and the
Coal Gulch diversion, revegetate the area and treat the drainage
discharging from the pond. other site stabilization work should
be accomplished as bond funds permit. I would like to have the
reclamation work completed by the end of this year if at all
possible. Please let me know if you have questions or comments.
CC: Michael Long
y, Dan Hernandez
