The review brought <br />up two concerns which we believe should be addressed. <br />The first concern is that utility lines, such as natural gas, propane, or <br />electrical supply lines, should be surveyed. Damage to these structures by <br />blasting activity could lead to explosion and/or fire. Therefore, Peabody <br />should amend the initial preblast survey reports to include a brief discussion <br />of the condition and vulnerability of supply lines at each property. This <br />concern was stated in my letter of November 2, 1989. <br />The second concern relates to the rock outcrops that exist upslope from the <br />Gossert residence. Rule 4.08.2(2) states: "The survey shall determine the <br />condition of the dwelling or structure and document any preblasting damage and <br />other physical factors that could reasonably be affected by the blasting." It <br />is the Division's belief that the rock outcrop in question is a potential <br />threat to the Gossert residence and constitutes a ". physical factor that <br />could reasonably be affected by the blasting." Therefore, the Division <br />requests that Peabody survey these rock outcrops and include the results <br />within the Gossert property preblasting survey report. <br />If you have any questions, please contact me. <br />Sin rely, <br />/' <br />Carl B.
