CHAPTERFOUR Responses to Public and Al~ency Commems <br />Letter and <br />Comment No. Response <br />impact screening analysis). <br />P-3.107 Background levels of hazardous air pollutants (HAPs) arcs likely to be <br />negligible in the rural Project Area. However, potential FIAPs <br />concentrations in the vicinity of the Pazachute Site would be evaluated <br />before obtaining the required air pollutant emissions pernuts from the <br />CDPHE-Air Pollution Control Division. Although minimal, background <br />concentrations of HAPs in the general Project Area would be much less <br />than concentrations in the vicinity of the processing plants and the potential <br />for HAPs emissions from mining operations have been identified. <br />Analytical results from the test operations have estimated the maximum <br />emissions of BTEX compounds (HAP emissions) would be approximately <br />4 tons per yeaz at the maximum production rate of 1.4 million tpy. Most of <br />these HAPs emissions are likely to be emitted during the cazbon dioxide <br />stripping process at the Piceance Site. <br />P-3.108 Noise generated when the Parachute Site was formerly in operation as an <br />industrial site is expected to have approached 75 dB, which is normal for <br />industrial operations. Currently the azea is surrounded b~~ agricultwal and <br />light industrial operations. The I-70 corridor and the existing railyard are <br />approximately 3 miles away, and the nearest residence is over one mile. <br />No recent noise measurements have been made; however, the current noise <br />levels aze expected to be consistent with the background for rural <br />undeveloped/partially developed settings, i.e., approachuig 45 dB(A). <br />However, the exact level of background noise at this site is not critical. <br />Even if the background level was double the assumed 45 dB(A), because of <br />the log scale for measuring noise, this "worst case" assurnption for <br />background noise would be 48 dB(A). Based on this estimation, the <br />calculated baseline noise level for the Pazachute Site is below the <br />permissible Colorado noise standards for Residential zones [55 dB(A) <br />daytime and 50 dB(A) nighttime]. <br />P-3.109 The concern expressed in this comment is noted. The B1.M is awaze that <br />additional cultural resources clearance surveys will need to be conducted. <br />We do not concur with the assessment that the Draft EIS is inadequate <br />because of this. It is not at all unprecedented for project. to move forwazd <br />without all the cultural resources data having been collected. The project <br />proponent, the BLM, and the State Historic Preservation Officer are <br />currently working on a Programmatic Agreement that will stipulate <br />requirements for additional surveys and treatment of known cultural <br />resources, as well as a discovery plan for dealing with azry inadvertent <br />discoveries during construction. <br />4-52 <br />
