FINDING OF NO SIGNIFICANT IMPACT
Bear No. 3 Mine
Mining Plan Decision Document
Federal Leases D-052501 and C-42481
Bear Coal Company, Inc. submitted a permit application package
(PAP) for a permit revision for the Bear No. 3 mine to the
Colorado Mined Land Reclamation Division (MLRD) under the
Colorado State program (30 CFR Part 906). The PAP proposes
underground mining operations in a lower coal seam of the permit
area.
Pursuant to 30 CFR Part 746, the Office of Surface Mining
Reclamation and Enforcement (OSMRE) determined that the proposed
operation constituted a modification of the Bear No. 3 mine
mining plan, and approval by the Assistant Secretary--Land and
Minerals Management for Federal leases D-052501 and C-42481 is
required under the Mineral Leasing Act of 1920, as amended.
The Environmental Assessment (EA), dated May 1989, prepared by
OSMRE identify certain environmental impacts that would result
from the proposed action.
Based upon the evaluation of impacts given in the EA, I find that
no significant impacts to the quality of the human environment
would result from the proposed operations. Therefore, an
environmental impact statement is not required.
Chief, Federal Programs Div
Western Field Operations
O /
Date
