FINDING OF NO SIGNIFICANT IMPACT <br />Bear No. 3 Mine <br />Mining Plan Decision Document <br />Federal Leases D-052501 and C-42481 <br />Bear Coal Company, Inc. submitted a permit application package <br />(PAP) for a permit revision for the Bear No. 3 mine to the <br />Colorado Mined Land Reclamation Division (MLRD) under the <br />Colorado State program (30 CFR Part 906). The PAP proposes <br />underground mining operations in a lower coal seam of the permit <br />area. <br />Pursuant to 30 CFR Part 746, the Office of Surface Mining <br />Reclamation and Enforcement (OSMRE) determined that the proposed <br />operation constituted a modification of the Bear No. 3 mine <br />mining plan, and approval by the Assistant Secretary--Land and <br />Minerals Management for Federal leases D-052501 and C-42481 is <br />required under the Mineral Leasing Act of 1920, as amended. <br />The Environmental Assessment (EA), dated May 1989, prepared by <br />OSMRE identify certain environmental impacts that would result <br />from the proposed action. <br />Based upon the evaluation of impacts given in the EA, I find that <br />no significant impacts to the quality of the human environment <br />would result from the proposed operations.
