DMG received your request on August 28, 1995 and you <br />and I had subsequent discussions about the procedures that would be <br />required to merge these permits. Since I have not heard from you <br />since those discussions, I thought that I would put in writing the <br />procedures. <br />If Colorado Lein would like to merge these permits (which would seem <br />the logical course of action since the permits are adjacent and have <br />similar reclamation plans), an amendment process and simultaneous <br />surety release process on each permit would be required. This would <br />entail an amendment public review process. However, it would also <br />allow DMG to mesh the requirements of each permit into one stand alone <br />permit document and thus avoid any future confusion that may result <br />from a DMG failure to compare the two permit documents.
