Refer also to a letter dated December 5, <br />1991 from Colowyo to MLRD which details the same topic. <br />Chain of Events, continued... <br />December 4 through 10 - Texaco has a total of two "hot trucks" <br />washing the lower part of Wilson Creek starting at County Road 51 <br />and working downstream approximately 1.5 miles to the siphon tube <br />dam which is in place in Wilson Creek. Each day a straw bale dam <br />is built across Wilson Creek at the estimated extent of washing <br />that day. Washing of the creek commences with one hot truck and <br />laborer manning the hose, moving downstream melting the ice and <br />snow. The second hot truck follows the first with two laborers <br />manning hoses washing the creek bed and vegetation of oil. F, third <br />laborer uses a rake or pitchfork to gather oil soaked vegetation <br />which will be allowed to dry and burned later. At the end of the <br />day, both the floating oil trapped by the straw bale dam and the <br />straw bale dam is burned. The process is then repeated the next <br />day where the prior days activity left off. <br />December it - Texaco completed washing operations of Wilson <br />Creek north of County Road 51 and moved operations south of County <br />Road 51 up to the junction of Wilson Creek and Colowyo's Gossard <br />Diversion. Texaco constructed a second siphon dam in Wilson Creek <br />approximately 500 feet north of County Road 51. Texaco also has a <br />third siphon dam constructed in the Gossard Diversion just prior to <br />its junction with the Wilson Creek. All three siphon dams are <br />
