Your letter identified a number
of concerns with conditions at the Meadows #1 Mine, the land of which is partially owned by
yourself. Many of your concerns have been addressed previously, and so the responses provided
below remain unchanged from previous Division correspondence. Following are our responses
to the concerns outlined in your document entitled "Reclamation Proposal for Coal View Ghost
Ranch".
Water Concerns
1. You mentioned that the pond that was near the Sun Coal office must be restored. The
Division has no record of that pond. Your letter also mentioned a number of tasks which
must be completed in the southern portion (facilities area) of the permit area. The
Division acknowledges, and has discussed with Sun Coal Company, that the currently
approved reclamation plan for that area is less than explicit. The approved plan does not
include details of building demolition or grading plans. The Division has asked Sun Coal
Company to revise the reclamation plan, and to consult with you during this process. To
date, both Sun Coal Company and the Division have asked you for a detailed list of what
structures at the site are to be retained for your use, what should be removed, etc. We
have yet to receive a response from you. The Division has requested that Sun Coal
Company revise the reclamation plan so that a final reclamation plan for this area is
approved and completed this season. Currently, the only structures that would be
retained after reclamation would be the office trailer, shop building, Yampa River bridge,
truck scales and scale house, coal recovery tunnel, and guard shack. All other structures
would be removed. If other structures are to be retained, Sun Coal Company must
present to the Division a written request for same from you. [f you have comments
regarding reclamation of this area, you should direct them to Sun Coal Company so [hat
they will be considered in the final reclamation plan.
