~bh ~r1M~ C!~ rv~
corre~ G/ April 6, 2006
Mr. Bruce Hunphries
Minerals Program Supervisor FiECE1~iED
Colorado Division of Minerals and Geology
1313 Sherman St. Room 215 ~(~.,`a.7
Denver, CO. 80203 /
C/ ~I~lan of MMaah and Oeobpy
Re: Permit No. M-1984=014, JD-8 Mine-DMO Designation
Dear Mr. Humphries,
This is written to inform the Division that Cotter intends to continue evaluation of
groundwater conditions at its TD-8 Mining Operation in order to further support its belief
that the JD-8 operation does not constitute a designated mining operation. In this regard,
Cotter intends to conduct drilling efforts and, as necessary, install a well or wells in the
Entrada and Kayenta geological formations. The purpose of this exercise will be
twofold. First, the drilling will aid in establishing whether water is actually encountered
in these formations and concurrently whether a true aquifer exists. Second, if water is
encountered, a monitoring well or wells will be installed in order that samples of the
water can be collected and analyzed to determine the chemical characteristics and metals
content within 'the water at that location.
In addition to the above drilling and monitoring efforts, Cotter's hydrology contractor
(Mr. Peter Keat-I) will be preparing further analyses regarding the Divisions concern
about local fault conditions and the inability for waters at the surface to impact
groundwater near the mining operation.
Cotter would like to schedule a meeting with appropriate members of your staff to
determine the location and analytical regimen to be applied to samples collected from the
location or locations identified. We will be contacting Mr. Russel Means of your Grand
Junction office to arrange the meeting.
If you should have any questions concerning our plans for further study, please contact
our Western Slape Mining Manager Mr. Glen Williams at our Nucla, Colorado office.
Sincerely,
~~
Manager, Environmental Affairs
Gd
Cotter Corporation Telephone (720) 554-6200
7800 E.
